Since the description parameter is optional, the description assignment sould be changed to a characterization.

Propose to redirect issue to CBIS, to make the description attribute mandatory and to update the input param accordingly. The latter has been done.

Characterizations that do not correspond to anything in the CBIS model should be removed.

CBIS is a guide - not definitive. Plus it does not adequately follow through with all references at the object level. All characterizations are realistic and possible, but only shown at the DEX level. See Fig 2 in the FunctionalBreakdownDEX.

If the type parameter (i.e. the reference data assignment for representing_functional_element) is truly optional, this should be a characterization. If this is really mandatory, the template can remain as it is except that the "optionality" attribute should be reset to "no". The CIBIS model shows this as optional.
