Identify and prioritise change
  Definition: The identification of change opportunity based on necessity, urgency or impact of the change, to enable various routes of processing.

NOTE    Variations and variances will also be considered by the classificaiton process. A change priority is determined in order to enable adequate subsequent processing. Typical ways of prioritising change are: Class 1, Class 2, Major, Minor.

Identify elements
  Definition: Provide name, ID and owner for all elements of the product (of interest to support of the product) and of the support system.

Identify product structure views
  Definition: Develop the means of organising the composition of the product.

NOTE    The product structure is a representation of the breakdown hierarchy (product tree) from top down to the lowest level. Each level will be able to reference associated configuration documentation such as engineering models, bills of materials, specifications, software requirements, design documents, processes and operating procedures.

The fundamentals for a product structure are:

  • A product comprises a single set of elements, which can be parts, materials, and proprietary items.
  • Each product will have a unique product structure.
  • Elements within a product structure will have both a "private view" and "public view" information linked to them which will have to be managed. Functional view (depicts parent/child relationships and is constructed to support the definition of the PIF in terms of functionality, certification,qualification, operation, maintenance and support in a auditable manner). Physical view (a hierarchical structure, depicting parent/child relationships and constructed to represent how the build of the PIF will be achieved and the impact of any change to the PIF).
  • Aspects can be viewed as "As Designed", "As Planned", "As Built", "As Maintained". As Designed view holds specifications, forecasts, plans etc against high level definitions which are expanded as the PIF progresses through its life cycle. The view is initially completed when it contains how the product operates. It is maintained throughout its life cycle to reflect authorised changes. As Planned view is populated with lower level elements defining the way the PIF is to be assembled. As Built view is how the PIF as been built up to the point of delivery. As Maintained view is populated with the support information from the point of delivery until disposal. It will contain all change information.

Justification and reconciliation must be carried out for each of the potential solutions proposed.

  Definition: The set of rules and interpretation guidance provided to achieve effective information sharing and exchange across the PIF scope.

NOTE    The information Management rules include:

  • Policies and instructions on the management of APSI and related information specifying what information shall be recorded, utilized and archived when performing support activities.
  • Information models, standards, formats, business rules, naming conventions and reference data required to achieve effective communication.
  • Specification of the information to be acquired or disposed of with the product or support elements as they enter or leave the information management domain defined by the PIF scope.
  • AP239 (PLCS) is part of the information rules.
  • Instructions to record specific information during support activities may be included within task specifications.

Item Unique IDentification (IUID)
  Definition: Item Unique IDentification (IUID) is the strategic system implemented buy the DoD to enhance the traceability of the property. It is an asset identification system to uniquely identify a discrete tangible item or asset and distinguish it from other like and/or unlike tangible items. Tangible items are distinguished from one another by the assignment of a unique identifier in the form of a unique data string and encoded in a bar code placed on the item. An item unique identifier is only assigned to a single item and is never reused. Once assigned to an item, the IUID is never changed even if the item is modified or re-engineered.
