The overall scope of this UK_Defence Business Data Exchange Specification is based upon the UK_Defence Business Process Model information flow named Work Order, and whose class is defined to be:

A work order is an instruction from one person or organization to another to perform a specified set of activities. The structure of the information in all types of work order is likely to be the same.
